Non-Controlled Medicines: Overview & Limits

Most everyday prescription medicines and many over-the-counter (OTC) products are non-controlled in the Philippines. That means you can usually ship them by courier for personal use, often with a simple prescription and, in some cases, a Personal Use Clearance (PUC) from FDA-PH. Pinoymeds makes the path clear, compliant, and stress-free.

Fast take: Non-controlled ≠ dangerous drug. Courier is allowed. A valid Rx may be needed. Some Rx shipments may require a PUC. We’ll guide you, no guesswork.

What “non-controlled” means (in plain English)

A non-controlled medicine is not listed as a dangerous/controlled drug by the Philippine authorities (DDB/PDEA). Examples include many maintenance meds (e.g., cholesterol, thyroid, diabetes, blood pressure), antibiotics (where permitted), and a wide range of OTC products.

Good to know with Pinoymeds

  • We flag control status on product pages and at checkout.
  • If you’re unsure, tell us the generic (active) ingredient, and we’ll confirm the category before you pay.

Courier route for non-controlled medicines

Non-controlled medicines typically travel via express courier after basic checks:

  1. Upload prescription (if Rx): Filipino or Indian doctor, in English, with patient name, drug/strength, dose, quantity, date, prescriber name & license number.
  2. PUC (when required): For some non-controlled Rx by courier, FDA-PH may ask for a Personal Use Clearance.
  3. Pack & ship: Pinoymeds prepares a customs-ready invoice & packing list, and you get live tracking via email/WhatsApp/Messenger.

Note: PUC is not the same as a prescription, and controlled drugs are never used through this courier route.

When do you need a prescription?

  • Prescription (Rx) medicines: Yes, always.
    • Pinoymeds accepts Rx from Philippine-licensed or India-licensed physicians.
    • No Rx yet? Book a tele-consult, and the doctor decides independently if an Rx is appropriate.
  • OTC medicines: Usually no Rx, still subject to personal-use limits and standard product rules.

Will you need a PUC?

  • Often needed: For non-controlled Rx shipped by courier.
  • Usually not needed: For OTC medicines in small, personal-use quantities.
  • How Pinoymeds helps: We show the requirement before payment, give you a PUC checklist and prefilled details, and nudge you with reminders, so you file once and right.

We don’t promise approvals or timelines. FDA-PH and customs make the final call. We simply make it easy and complete.

Personal-use limits (what we enforce at checkout)

Pinoymeds applies conservative caps to help you stay compliant. Typical guidance:

  • Prescription, non-controlled: Quantity should match your Rx and reflect a reasonable personal-use supply (often up to ~30 days, per medical need).
  • OTC medicines: Small, personal-use pack sizes only, no bulk or resale quantities.
  • Related categories:
    • Supplements: total ≤ 500 g per shipment.
    • Medical devices: typically 1 unit per type (maintenance items may have pack caps).
    • Cosmetics/personal care: piece-based limits (shown per item).

You’ll see the exact allowed quantity for each item in the cart. If rules update, our checker updates too, no extra work for you.

What Pinoymeds does (and doesn’t)

We do

  • Show if an item is non-controlled and eligible for courier.
  • Validate basic Rx details and (when needed) help you prep a PUC.
  • Enforce personal-use caps and build customs-ready documents.
  • Stay updated with proactive tracking and quick human support.

We don’t

  • Ship controlled/dangerous drugs by courier.
  • Guarantee government approvals or exact delivery dates.
  • Support resale or commercial quantities.

Quick checklists

If your item is Rx & non-controlled

  • Valid prescription (PH or India)
  • Your ID and delivery address
  • PUC (if prompted pre-checkout)
  • Original packaging arrives sealed, with invoice & packing list.

If your item is OTC & non-controlled

  • Choose personal-use pack sizes.
  • Stay within the cart limit, as shown by Pinoymeds.
  • Keep label/leaflet for customs & safe use.

Common micro-scenarios

“I have a Filipino Rx for atorvastatin.”
Great, upload it. Pinoymeds confirms non-controlled, prompts PUC if needed, then ships by express courier with tracking.

“I have an Indian Rx for levothyroxine.”
Upload Rx. We verify basics, advise on PUC if required, and dispatch via courier once cleared.

“I’m buying OTC pain relief and a cough syrup.”
No Rx needed. The cart enforces personal-use pack sizes. Pay, track, receive.

“I’m unsure if my ADHD med is controlled.”
Add it to the cart or tell us the generic name. If it’s controlled, we’ll switch you to the IC-1 hand-carry route (not courier). If it’s non-controlled, we’ll keep you on the courier path.

Tips for smooth delivery

  • Match your Rx (name/strength/dose/quantity) exactly.
  • Don’t over-order “just in case”, personal-use only.
  • Keep Rx and PUC (if any) handy; customs may ask.
  • Use the name and address on your government ID to avoid clearance hiccups.

FAQs

Can Pinoymeds ship all non-controlled meds by courier?
Most, yes, subject to your Rx, personal-use caps, and (when required) a PUC.

Do you accept foreign prescriptions?
Yes, Philippine or Indian doctors. The Rx must be legible, in English (or translated), and include prescriber details.

How much can I order at once?
As much as personal use allows, Pinoymeds shows the permitted amount per item in your cart and blocks anything beyond that.

What if customs asks for something else?
We’ll guide you quickly. Keep your Rx, PUC (if any), and invoice/packing list accessible.
