Some medicines are legally classed as “controlled” in the Philippines. Pinoymeds helps you understand the rules and choose the correct, legal route. Short version
Courier never ships controlled/dangerous drugs; where lawful, they require DDB–PDEA Import Clearance (IC-1) and must be hand-carried by the traveler.

What counts as “controlled”?
“Controlled” usually covers medicines with dependence, diversion, or abuse potential. Typical examples (not a complete or final list):
- Strong pain medicines (opioids): e.g., morphine, fentanyl, hydromorphone, pethidine/meperidine, codeine-based combinations
- Stimulants & ADHD medicines: e.g., methylphenidate, amphetamines
- Certain sedatives/anxiolytics: some benzodiazepines and similar
- Some anesthetic/analgesic agents: e.g., ketamine (varies by indication and form)
Heads-up: Brand names differ by country; two brands can contain the same controlled molecule. Pinoymeds flags control status on product pages and at checkout.
Two legal pathways
A) Hand-carry route (for controlled medicines)
- Requires IC-1 import clearance issued by the Philippine authorities.
- You (or an authorized traveler) physically bring the medicine into the Philippines.
- Pinoymeds does not courier controlled medicines.
B) Courier route (for non-controlled items)
- Many Rx medicines, supplements, devices, and cosmetics ship by express courier.
- Some non-controlled Rx items may still need an FDA-PH Personal Use Clearance (PUC).

The hand-carry route (IC-1) — step by step
Goal: Enter the Philippines with your prescribed, controlled medicine legally and smoothly.
1) Get a valid prescription
- From a Philippine-licensed or India-licensed physician.
- Include patient name, drug/strength, dose, quantity, date, prescriber’s name & license number.
- Preferably in English (or an official English translation).
No prescription? Book a Pinoymeds tele-consult with a licensed Indian doctor. Issuing an prescription is the physician’s independent clinical decision.
2) Classification check
- Add the medicine to your Pinoymeds cart or send us the generic name.
- We confirm if it’s controlled and that IC-1 is required.
3) Prepare for IC-1
Pinoymeds provides a simple IC-1 checklist and pre-filled document templates. Typically, you’ll need:
- Your valid prescription
- Government ID and travel details (flight info if available)
- Commercial invoice and packing list (we prepare these)
- Any other forms the authority asks for

4) Apply and wait for the decision
- Submit the application as instructed by the authority.

5) Pick-up & packing
- Keep medicines in the original, labeled packaging.

- Pack copies of IC-1, prescription, invoice, and packing list together.
6) Declare on arrival

- Present IC-1, Rx, and documents when asked.
